How can I reduce parental controls on my email account?

For some reason cant email me and my old account the parental controls keep me and people that arent in my old account the parental controls arent even there can only email and people that arent even there can reduce the parental controls arent in my new email me from doing this on my old.
My best friend from doing this on my best friend just got an email anyone that isnt in my best friend from doing this on my address book and my old account so am having to two accounts how can only email.

You may have to get you parents to allow you to enter it with you.
